Selling Chargers in Japan: Category, File Holder and Label

Two items decide a Japanese charger launch before any test is booked: the category the product falls into under the national scheme, and the party established in Japan who holds the file. Neither is a technical question, and both are administrative.

This guide is part of our Charger Export & Market Entry. Read the full topic guide for the decisions that come before and after this step.

Selling chargers in Japan: the four decisions

The product category, the conformity route, the file holder and the label and language duties.

The category is determined by the product’s construction and rating, and it decides which route applies and how much of the file involves a registered body. The file holder is usually a party established in Japan, which shapes the commercial arrangement as much as the technical scope.

Taking the four decisions in order is what keeps the schedule off the administrative step at the end.

Decision 1: the product category

The category decides the route.

Products are grouped by type and rating, and the groups carry different assessment requirements and marks. For a charger the determination follows the construction and the rating, and it should be confirmed for the specific product rather than inferred from a similar one. The confirmation is what decides whether a registered body appears in the chain.

Decision 2: the conformity route

Certification or a declaration, depending on the category.

One group requires a conformity inspection by a registered body and the other can be handled on the applicant’s own declaration, and the two carry different marks. A brand cannot choose the lighter route for a product in the heavier category, so the classification is what determines whether the route is available.

Decision 3: the file holder

A party established in Japan.

The applicant is normally a company established in Japan, which is either the brand’s own entity or an importer acting in that role. The holder’s details appear with the marking and the holder keeps the records, so the arrangement is settled before the artwork rather than after it.

Decision 4: the label and language duties

What the label carries and in which language.

The label carries the mark in its required form, the model designation, the ratings and the identifying details the scheme expects, with the consumer-facing safety information in Japanese. The label is legible on the finished product rather than only on the artwork, which is why a physical check belongs in the sample gate.

Decision Options What it fixes Cost of deciding late
Category The group the product falls into The route and the mark A re-run of the assessment
Route Registered body or declaration The evidence required A route that is not available
File holder Local entity or importer Whose details appear with the mark A label reprint
Label and language Content and Japanese text The artwork revision A carton or label reprint

What the factory can prepare

Three deliverables that shorten the administrative step.

The construction data and component list in the form the assessment needs, the pre-compliance measurements, and the label layout with the mark and identification fields placed where they survive the artwork process. On a platform build, the factory can also state which configuration an existing Japanese file covers.

Where Japanese launches go wrong

Three patterns, and all are administrative.

A category assumed from a similar product; a label prepared before the file holder was settled; and a Japanese leaflet added after the print. Each is a sequence error, and each is settled in the first weeks of the programme.

Documents to request before the shipment

Five items, and each has a reader.

The category determination with its reasoning; the conformity record or declaration depending on the route; the label artwork with the mark and identification fields; the holder’s details; and the assessment records for the configuration being shipped.

How long the administrative steps take

The category determination is quick once the construction data exists, and the conformity route follows from it. The file holder and the label artwork are the two steps that depend on someone else’s decision, which is why they are settled in the first weeks of a programme rather than in the last.

Where the category determination comes from

The category is determined from the construction and the rating rather than from the product name, and it decides whether a registered body is involved and which requirements attach.

That is why the determination is confirmed for the specific product. A charger that appears similar to a certified one may differ in the network interface, the output range or the way it is supplied, and each of those can move the category.

The determination also fixes the marking, because the label content and the file holder follow from it. A programme that settles the category before the artwork avoids reprinting a label that names the wrong arrangement.

Recording the reasoning with the determination is what allows a later variant to be assessed against it rather than started again.

FAQ

Can a brand without a Japanese entity sell there?

The applicant is normally established in Japan, so a brand without a local presence works through an importer or a local entity. That party’s details appear with the marking. The party’s details appear with the marking, so the choice of importer or local entity is made before the artwork is drafted rather than after. Ask which party’s details will appear with the marking before the artwork is drafted.

Does the product need a registered body?

It depends on the category the product falls into, which is determined by its construction and rating. The determination is confirmed for the specific product rather than inferred from a similar one. Confirm the determination from the construction and the rating, because a similar product with a different interface or output range can fall into a different category. Record the determination and the reasoning behind it.

What has to be in Japanese?

The consumer-facing safety information, presented as the requirement specifies. The label artwork is reviewed against the requirement before it is printed. The label artwork is reviewed against the requirement before printing, because a wording change afterwards means a reprint and a file update. The leaflet and any safety text carry the same language, and the label revision records which version was printed for the shipment.

Can existing test evidence be reused?

Evidence from other markets can support the submission where the standards align and the configuration is unchanged, which usually shortens the laboratory work rather than replacing the submission. The submission and the marking arrangement are still made in the Japanese form, so the reuse shortens the laboratory work rather than replacing the local steps. Ask which reports support the submission and what remains to be tested locally.

Next step

Send the product, its rating and the market list to Wecent Group through the contact page. The reply states the category for the configuration, the route, the label duties and the documents the programme would produce.
