The Korean scheme is administered nationally, and the two items that decide a launch are the category the product falls into and the local party who holds the file. The test evidence is often reusable; the administrative arrangement is not.
This guide is part of our Charger Export & Market Entry. Read the full topic guide for the decisions that come before and after this step.
Korea market entry: what has to be settled first
The product category, the assessment scope, the local party and the labelling.
Each decision has a document behind it, and the first two decide how much of the programme is an assessment and how much is a submission. Taking them in order keeps the schedule from depending on an administrative step discovered late.
Decision 1: the product category
The category decides whether the route is certification or registration.
Products are grouped by type, and each group carries a different level of assessment and documentation. For a charger the determination follows the construction and rating, and it should be confirmed for the product rather than inferred from a similar one, because the route and therefore the evidence depend on it.
Decision 2: the assessment scope
Safety, electromagnetic compatibility and radio, as triggered.
Safety applies to the mains interface and the construction; electromagnetic compatibility applies to emissions and immunity; and radio applies where the product transmits. A charger with a wireless control link carries the third, and the scope is what tells the laboratory what to test.
Decision 3: the local party
The applicant is normally established in Korea.
Where the brand has a Korean entity it can hold the file; where it does not, an importer takes the role. The holder’s details appear with the marking and the holder keeps the records, so the arrangement is settled before the artwork rather than after the print.
Decision 4: the labelling
The mark, the model, the ratings and the Korean information.
The label carries the mark, the model designation, the ratings and the identifying details the scheme expects, with the consumer-facing safety information in Korean. The label is checked on the finished product, which is why the sample gate includes a physical review rather than only an artwork approval.
| Decision | Options | What it fixes | Common gap |
|---|---|---|---|
| Category | Certification or registration | The assessment level | A category assumed |
| Scope | Safety, EMC, radio | The laboratory work | A missing radio assessment |
| Local party | Brand entity or importer | Whose details appear with the mark | A label naming another party |
| Labelling | Content and Korean text | The artwork revision | A leaflet added late |

What carries over from other markets
Evidence supports the submission rather than replacing it.
Reports from other markets can shorten the laboratory work where the standards align and the configuration is unchanged, and the construction data supports the assessment directly. The submission, the declaration and the marking arrangement are still made in the Korean form.
Four ways Korean launches stall
Three patterns, and all are administrative.
A category assumed from a similar product; a Korean leaflet prepared after the print; and a file holder not identified until the first shipment. Each is settled in the first weeks, and each is expensive when it is not.

The paperwork pack, in order
Four items, and the first is the determination.
The category determination with its reasoning; the construction and component data; any existing test reports with their scope; and the label artwork with the mark and identification fields. With those four, the local party can confirm the scope in a single exchange.
How the timelines run
The category and the scope are confirmed from documents, and the local party is appointed in parallel. The steps that take time are the applicant’s arrangements and the label, because both depend on a party established in the market rather than on the product.
Sign-off checks before artwork is released
Confirm the category, the scope it triggers and the local party who will hold the file. With those three settled, the label content and the local leaflet are prepared together, and the submission runs beside the packaging rather than behind it.
What the local party takes on
The local party is the applicant and the holder of the file, and it takes on the obligations that follow from both. It appears with the marking, answers the authority, and holds the evidence for the configuration being supplied.
That makes the choice of party a commercial decision rather than an administrative one. Where the party is an importer its details appear on the product; where it is a local entity within the group the arrangement is internal but the obligations are the same.
The arrangement also decides what happens if the relationship ends. The file, the marking and the applicant position are transferred or re-established, and the labels naming the previous party have to be brought into line.
A brand entering the market therefore settles the party before the artwork, because the name it uses is printed on the product rather than referenced in the file.
FAQ
Can a brand without a Korean entity sell there?
The applicant is normally established in Korea, so a brand without a local presence works through an importer or a local entity. That party’s details appear with the marking. The party’s details appear with the marking, so the choice is made before the artwork rather than after the certificate is issued. Ask which party’s details will appear with the marking before the label is drafted, because a change afterwards means a reprint.
Can European or American reports be reused?
They can support the submission where the standards align and the configuration is unchanged, usually reducing laboratory time. The submission and the marking arrangement are still made in the Korean form. The submission and the marking arrangement are made in the Korean form regardless, so the reuse reduces laboratory time rather than replacing the local steps. Ask which reports support the submission and what remains to be tested locally.
Does a wireless charger need an extra assessment?
Where the product transmits, the radio requirements attach in addition to safety and electromagnetic compatibility, so a charger with a control link carries a wider scope than a plain adapter. The scope is confirmed from the construction rather than assumed from the product category, because a control link adds transmission requirements to the safety and electromagnetic ones. The wider scope also means more test positions and a longer submission.
What has to be in Korean?
The consumer-facing safety information, presented as the requirement specifies. The label artwork is reviewed against the requirement before printing. The label artwork is reviewed against the requirement before printing, because a wording change after the print run means a reprint and a file update. The leaflet and any safety text carry the same language, and the revision record shows which version was printed for which shipment.
