Do California’s battery-charger efficiency rules affect a charger sold online to California buyers?
Possibly.

We sell chargers online across the US, including to buyers in California. Do state efficiency rules apply to us?
Short answer: Possibly. The California Energy Commission’s appliance efficiency rules cover battery chargers sold or offered for sale in California, and covered battery chargers must be certified in the commission’s database before sale. External power supplies are handled differently: they are exempt from that database but must meet the federal Level VI standard. Confirm which category your product falls into with an adviser.
What the commission says
The California Energy Commission’s appliance efficiency programme sets rules for products sold in the state. According to its outreach page, battery chargers must be certified in its Modernized Appliance Efficiency Database System, while external power supplies are exempt from that database but must meet the US Department of Energy’s Level VI standard.
What this means for a charger seller
- Battery chargers. A product that charges a battery, such as certain charging stands or docks, may be a covered battery charger. If so, it needs to be tested, meet the standard and be listed in the database before it is sold in California.
- External power supplies. A typical wall adapter that converts mains power for another device is treated as an external power supply under the federal rules, and California points to the federal Level VI standard.
- Online sales. The rules apply to products sold or offered for sale to buyers in California, so listing online does not remove the duty. Ask an adviser how it applies to your channel.
How to find out
- Decide whether the product is a battery charger or an external power supply, based on its design.
- Read the commission’s appliance efficiency pages for that category.
- Ask your test lab whether it can test to the California procedure.
- Search the database for similar products to see how they are listed.
- Ask your adviser for a written classification.
Records
Keep the classification, test report and certification confirmation in your compliance file.
Practical tip
Federal and state rules interact. Ask the lab to test once for both where possible, so you do not pay twice.
Quick summary
Check the category. Battery chargers need California certification, and external power supplies need the federal Level VI mark.
