Germany is often the first European market a brand enters and the first place a documentation gap becomes visible. The requirement set is the European one, and the duties that follow a sale are where programmes lose time.
This guide is part of our Charger Export & Market Entry. Read the full topic guide for the decisions that come before and after this step.
Selling chargers in Germany: five items to verify
The requirement scope, the technical file, the packaging and manual text, the producer registration and the channel pack.
The five follow from the European framework and the national administration of it, and each has a document behind it. The order reflects the sequence in which a distributor or a marketplace asks for them.
Item 1: the requirement scope
Which instruments apply to this product.
Safety, electromagnetic behaviour, chemical restrictions and energy-related requirements attach according to the product’s ratings and functions, with radio requirements added where a radio interface exists. The scope is written from the product rather than from the market list alone, because the same product family can carry a different set.
Item 2: the technical file
The description, the evidence and the declaration.
The file holds the product description and revision, the construction and component details, the standards applied, the test results, the label artwork and the instructions, with the declaration naming the responsible party. The revision identifier appears in the file and on the product, which is what makes a later change visible.
Item 3: the packaging and manual text
Language and content duties.
The consumer-facing safety information is provided in the language of the market, and the packaging carries the model, the ratings and the party responsible. Where the product is sold across several European markets, a single pack with several languages is often the efficient solution, and it is one artwork revision rather than several.
Item 4: the producer registration
Placing the product on the market carries an administrative duty.
The registration, the reporting cycle and the scheme membership attach to the producer for that national market, which is usually the brand or the importer acting under the brand’s name. The details appear with the marking, so the decision is taken before the artwork rather than after it.
Item 5: the channel pack
What the buyer asks for.
Distributors and marketplaces typically request the declaration, the test evidence, the technical file summary and the label artwork, and they may ask for the producer registration details. A pack that answers all five is what allows a German distributor to place a reorder without asking again.
| Item | What to verify | Evidence | Who owns it |
|---|---|---|---|
| Requirement scope | Which instruments apply | A written scope | The brand |
| Technical file | Revision, evidence, declaration | The file pack | The brand, with factory data |
| Packaging and manual | Language and content | The artwork revision | The brand |
| Producer registration | Registration and reporting | The scheme record | The brand per market |
| Channel pack | What the buyer requests | The four documents | The brand |

How the factory supports the file
Three deliverables, and they are the ones a brand cannot produce alone.
The construction and component data, the production test records proving the revision that ships, and the platform’s existing reports where they cover the configuration. With those three, the brand assembles the declaration and the label artwork itself, which is where the remaining time goes.
Where German entries go wrong
Three patterns, and all three are administrative.
A registration left until the first shipment; a packaging revision that carries one language for a multi-market launch; and a declaration naming a party that does not match the marking. Each is settled in the first two weeks of a programme and costs weeks when it is not.

Planning a German launch
Four dates, and the registration is the one to protect.
The scope decision, the file assembly, the artwork approval and the registration. Working backwards from the channel date usually shows the registration and the file on the critical path, with the product comfortably inside the calendar.
Where the producer registration sits in the programme
The producer duties follow the product rather than the brand’s location. The registration, the take-back arrangement and the reporting are carried by a party established in the market, which can be the brand, an authorised representative or the importer.
The choice affects the artwork, because the producer details appear with the marking and the registration number is printed rather than referenced. Settling the party before the label is designed avoids a reprint and a file update in the same month.
It also affects the commercial arrangement. Where an authorised representative carries the duties, the appointment is documented, the obligations are described, and the arrangement states what happens if the representative changes.
A brand entering the market therefore settles the party, the registration and the artwork together, because the three reference each other on the finished product.
FAQ
Does the brand need a German entity?
Not necessarily. The producer duties can be carried through an authorised representative or an importer, and the arrangement is decided before the artwork because the details appear with the marking. Choose the route before the artwork is drafted, because the responsible party’s details appear with the marking and a later change means a reprint and a file update. Record which route was chosen in the file.
Can one packaging version serve several European markets?
It can, where the pack carries the languages and the required information. That is one artwork revision with more content rather than separate packs for each market. The pack carries the languages and the information each market requires, and the artwork revision records which version applies where, so a mixed carton is visible rather than assumed. Keep the language matrix with the artwork revision.
What does a German distributor ask for?
Typically the declaration, the test evidence, the technical file summary and the label artwork, sometimes with the producer registration details. Providing the pack once avoids a request on every order. Provide the pack once and record the revision it describes, so a later request is answered from the file rather than from a new collection of documents. Keep the pack with the product revision it describes.
What happens if the product changes after launch?
The change is assessed against the tested revision, and the file, the label and if necessary the registration details are updated. The revision identifier is what makes the change traceable. The revision identifier is what makes the change traceable, and the label, the declaration and the file are updated together rather than one at a time. The registration details are updated on the same revision.

Send the product, the market list and the channel to Wecent Group through the contact page. The reply states the requirement scope, the evidence the platform provides, the labelling duties and the documents the brand would hold for Germany.
