UKCA Certification for Chargers: Four Decisions for the UK Market
October 8, 2026 · TKMAN · 8 min read

Two brands shipped the same charger to the United Kingdom and produced two different labelling programmes. One had planned for Great Britain only and printed one label; the other also serves Northern Ireland, which follows a different arrangement, and needed a second artwork and a second set of instructions. The difference was not the product. It was four decisions that had been taken, or not taken, before the packaging went to print.

UKCA for chargers: the four decisions before the packaging is printed

Four decisions fix the UK file: the territory served, the conformity route, the party named on the marking, and the content of the label and instructions.

Each is a commercial decision with a documentary consequence, and each is cheaper to take at the quotation stage than after the carton has been produced.

The territory question is the one that surprises brands most, because Great Britain and Northern Ireland are not the same market for this purpose. Deciding that first determines everything that follows, including which artwork the printer has to receive.

Decision 1: Great Britain, Northern Ireland, or both

The territory decides which marking and which documentation apply.

Great Britain has its own conformity marking regime, and Northern Ireland operates under an arrangement that recognises certain markings used for the European market, with its own rules on what may be placed on goods. A brand serving both needs artwork and documentation that satisfy each, and a brand that serves only one should say so in the product specification rather than leaving the question to the packaging stage.

Decision 2: which conformity route applies to the product

The route follows the product’s construction and functions, not the supplier’s preference.

Electrical safety, electromagnetic compatibility and chemical restrictions each bring their own requirement, and a product with a radio interface adds the radio requirements. Where a route allows self-declaration, the responsible party assembles the evidence and signs; where it requires involvement from an approved body, that step sits in the schedule. The route determines whether the brand’s existing European evidence can support the UK file and where it cannot.

Decision 3: whose name is on the marking, and who acts as the importer

Obligations attach to the role, and the role has to be named.

Where the brand places the product on the UK market under its own name, it takes the position of the manufacturer for the purposes of the file, and where a separate importer is involved, that party carries duties such as verifying the marking and holding the documentation. The name on the product, the name in the file and the name in the supply agreement should be the same, and the way to check is to read all three together.

Decision 4: what the label and the instructions have to carry

The label is the visible part of the file.

Model designation, electrical ratings, the required marking, the responsible party’s name and address details, and safety information in the language the market expects. The instructions have to match the label and the file, and the marking has to be applied according to the rules rather than placed where the design looks best. Where two territories are served, the artwork revision has to identify which version is which, because a mixed carton is a documentary problem at the border.

Decision Options What it locks Where it costs money
Territory Great Britain, Northern Ireland, or both Which marking and documentation apply A second artwork and instruction set
Conformity route Self-declaration or a route needing an approved body The evidence required and the schedule A late approval step in front of the shipment
Named party Brand as manufacturer, or a separate importer Who holds the file and answers for it Re-labelling after the fact
Label and instructions Single-territory or dual artwork The print programme A reprint of cartons and inserts

Testing basis: can European evidence be reused?

The technical content of many requirements is similar; the administrative arrangement is not.

Where the standards applied are equivalent and the product configuration is unchanged, existing test reports often support the UK file, and the work becomes documentary: the declaration, the marking and the file naming the correct party. Where the standards or the route differ, or where the brand’s configuration departs from the tested one, the difference has to be assessed. The practical position is that the evidence usually transfers and the paperwork has to be rebuilt around it.

Where UK programmes lose time

Three places, and none of them is the product.

Deciding the territory after the artwork is printed; leaving the named party undefined until a marketplace requests the file; and treating the UK file as a copy of the European one without checking the marking rules. Each is a documentation decision that takes an afternoon to make and weeks to correct, which is why the four decisions above belong in the quotation rather than in the shipment checklist.

FAQ

Do we need UKCA marking as well as CE?

For Great Britain the UK marking regime applies, and Northern Ireland recognises certain European markings under its own arrangement. A programme serving both needs artwork that satisfies each territory, which is why the territory decision comes first. For Great Britain the UK marking regime applies while Northern Ireland recognises certain European markings, so a programme serving both needs artwork for each territory.

Can European test reports be used for the UK file?

Where the standards applied are equivalent and the configuration is unchanged, the reports support the file. The declaration, the marking and the party named in the documents usually have to be reissued for the UK arrangement. Where the standards are equivalent and the configuration is unchanged the reports support the file, while the declaration, marking and named party are reissued for the UK arrangement.

Who has to hold the technical file?

The party taking the manufacturer’s role for the product placed on the market, or the importer where a separate importer is involved. Which of those applies follows from whose name is on the product and who places it on the market. Which applies follows from whose name is on the product and who places it on the market, so the two are decided together.

What label content is required?

The model designation, the electrical ratings, the required marking, the responsible party’s details and the safety information in the expected language. The label, the instructions and the file have to describe the same product and the same revision. The model designation, the ratings, the marking, the responsible party and the safety information in the expected language must describe the same revision.

Does a wireless charger follow the same route?

The safety and electromagnetic requirements still apply, and the radio requirements attach to the product’s functions. A wireless charger without a data radio and a charger with a wireless control interface can follow different routes, so the product’s functions have to be stated.
