KC Certification for Chargers: Requirements for the Korean Market

A charger that already holds a European file starts from a different point in Korea, and not the point most brands assume. The test evidence is often reusable, the schedule is usually set by two other things: the category the product falls into under the Korean scheme, and the local party who holds the file. Neither is a testing question.

KC certification for a charger: what the scheme covers

The scheme covers product safety, electromagnetic compatibility and, where applicable, radio functions, under one marking.

The requirements are administered separately by product area, and the product’s construction and rating decide which apply and whether certification or registration is the route. A charger is assessed as an electrical product with a mains interface; a charger with a wireless control link adds the radio assessment on top.

Because the scheme is administered nationally, the party who applies is usually established in Korea, and that single fact shapes the commercial arrangement more than the technical scope does. A brand that starts with the lab and leaves the local party to the end typically finds the schedule waiting on an administrative step rather than on a measurement.

Decision 1: the product’s category under the scheme

The category decides whether the route is certification or registration.

Categories are defined by product type, and each carries a different level of assessment and a different body of documentation. For a charger the determination follows the construction and the rating, and it should be confirmed for the specific product rather than inferred from a similar one. Getting this decision early matters because it determines whether the programme needs a certification body’s involvement or can proceed on the applicant’s own declaration.

Decision 2: safety, electromagnetic compatibility and radio

Three assessments, and only some of them are triggered by every product.

Safety applies to the mains interface and the construction; electromagnetic compatibility applies to emissions and immunity; radio applies where the product transmits. Where a product has already been assessed to an equivalent standard elsewhere, the technical content may reduce, but the Korean submission is made in its own form and to its own requirements. The practical question is which of the three the specific configuration triggers.

Decision 3: who holds the file in Korea

The applicant is normally a company established in Korea, and this is the decision that sets the schedule.

Where the brand has a Korean entity, it can hold the file itself; where it does not, the importer takes that role. The holder’s details appear alongside the marking, and the holder carries the obligation to keep the records and to answer for the product. Deciding this before the artwork is prepared avoids the situation where the label names one company and the file another.

Decision 4: the label and the Korean-language information

The marking is the visible part of the arrangement.

The label carries the mark, the model designation, the ratings and the identifying details the scheme expects, and the safety information for the user belongs in Korean. The label has to be legible on the finished product rather than only on the artwork, and where a dual-market carton is used, the version has to be identifiable so a shipment is not stopped over a mixed pack.

Decision Options What it locks Where it costs money
Product category Certification route or registration route The assessment required A route change after samples are built
Assessment scope Safety, EMC, radio as triggered The test programme A missing radio assessment
File holder A Korean entity or the importer Whose details appear on the label Re-labelling after production
Label content Single-market or dual artwork The print programme A carton reprint

The assessment scope follows the product’s functions, not the destination alone.

What existing evidence can be reused

Reports from other markets are inputs, not substitutes.

Where the product has been assessed against equivalent standards, the measurements and the construction data can support the Korean submission and reduce the work in the laboratory. What they cannot replace is the submission itself, the applicant’s declaration or the marking arrangement. The practical approach is to hand the existing reports to the Korean applicant early, so the gap analysis happens before the samples are needed rather than after the file has been drafted.

Existing reports reduce the work; the local submission is still required.

Where Korean programmes lose time

Three places, and all three are administrative.

Leaving the local party undecided until a shipment is booked; preparing the label artwork before the holder’s details are settled; and assuming that an equivalent report removes the submission rather than supporting it. Each is decided in an afternoon at the quotation stage and takes weeks to correct once production has been planned around the wrong assumption.

FAQ

Can a brand without a Korean entity hold the certification?

The applicant is normally a company established in Korea, so a brand without a local presence arranges an importer or a local entity to hold the file. That party’s details also appear with the marking, which is why the arrangement belongs in the packaging plan. That party’s details also appear with the marking, which is why the arrangement belongs in the packaging plan rather than in the submission alone.

Can European or American test reports be reused for Korea?

They can support the submission where the standards are equivalent and the configuration is unchanged, which usually reduces laboratory time. The submission, the declaration and the marking arrangement are still made in the Korean form. The submission, the declaration and the marking arrangement are still made in the Korean form, so the reuse reduces laboratory time rather than replacing the local steps.

Does a wireless charger need an additional assessment?

Where the product transmits, the radio requirements attach to it in addition to safety and electromagnetic compatibility. A wireless charging product without a data radio and one with a control link can therefore differ in scope. The scope is confirmed from the construction, because a product without a data radio and one with a control link can differ in scope even when the charging behaviour is the same.

What should a brand prepare before approaching a Korean partner?

The construction description, the component list, any existing test reports, the intended marking and the model designation. With those four items the local party can confirm the category and the scope in a single exchange. With those four items the local party can confirm the category and the scope in a single exchange rather than in a series of requests across several weeks.
