PSE Certification for Chargers: Three Routes into the Japanese Market

A charger that satisfies every other market can still stop at the Japanese border over a label. The product is sound, the testing is done, and the packaging does not carry the information the scheme requires, in the form it requires. Three routes lead into the market, and they differ in who holds the file, what the label has to say and how long the programme takes.

PSE for chargers: three routes compared

The product’s category decides which mark applies; the route decides who holds the evidence.

The scheme separates products into a category that requires a conformity inspection by a registered body and a category that can be handled by self-declaration, and the two carry different marks. A third practical route exists as well: building on a platform whose file for the Japanese market already exists. The category for a given charger follows its construction and rating, which means the determination belongs with the supplier and the Japanese importer rather than with the packaging designer.

Because the mark, the file and the label all follow that first determination, the route should be settled before the tooling is released rather than when the cartons are ordered.

Route 1: the category that requires a registered body’s inspection

This route produces the mark that carries the additional requirement of a conformity inspection.

AC adapters have generally been treated as products in this category, which is why a Japanese charger programme usually involves a registered conformity assessment body rather than a declaration alone. The inspection examines the product against the technical requirements, and the resulting record supports the mark. The work is done before shipment, and the file it produces is held by the party who holds the notification and the records for the product in Japan.

Route 2: the category that can be self-declared

The lighter route, and only available to products that fall in the corresponding category.

Here the responsible party arranges the testing, holds the records and applies the mark on its own responsibility. The technical content of the testing is not trivial; what changes is the absence of a body’s inspection in the chain. A brand cannot choose this route for a product that falls in the other category, so the classification step is what determines whether the route is even available.

Route 3: building on a platform with an existing file

The fastest route, and the one that depends most on the configuration matching.

Where a platform already holds the evidence for the Japanese market, a branded build on the same configuration inherits the technical basis, and the programme becomes documentary: the label, the notification details and the arrangement with the importer. Where the brand’s enclosure, output arrangement or component list differs, the difference is assessed, and the assessment determines whether the existing file can be extended or the product has to be examined as a new configuration.

Route What it requires Who holds the file Schedule Fits
1 Registered body route A conformity inspection for the applicable category The party holding the notification and records Longest, and it sits before shipment Products in that category
2 Self-declaration route Testing and retained records by the responsible party The responsible party Moderate Products in the lighter category
3 Existing platform A matching configuration and a documentary update The holder of the existing file Shortest A branded build on an approved platform

The category determination comes first; the test programme follows from it.

The label and the importer: where Japanese programmes stall

Two items account for most of the delay, and neither is technical.

The label has to carry the mark in its required form together with the identifying information the scheme expects, and it has to be legible on the finished product rather than only on the artwork. The importer, or the manufacturer registered in Japan, is the party that holds the notification and the records, so a brand selling into the market without a local party has to arrange that relationship before the first shipment. Where the label names one party and the file another, the shipment is stopped for documentation rather than for the product.

What the factory can prepare before the file exists

Three deliverables that cost nothing to start early.

The construction data and the component list in the form the assessment needs, the pre-compliance measurements that show the product meets the technical requirements, and the label layout with the mark and the identification fields placed where they will survive the artwork process. On a platform build, the factory can also state which configuration the existing Japanese file covers, which is what makes route three available or rules it out.

The label fields are decided with the platform, not after the carton is printed.

Documents to request before the first shipment

Five documents, and each has a reader.

The category determination for the product with its reasoning; the conformity record or the declaration, depending on the route; the label artwork with the mark and the identification fields; the party holding the notification with their details; and the test or inspection records for the configuration being shipped. Requesting all five before the order places the documentary work in the same phase as the production planning, which is where it is cheapest to correct.

FAQ

Which PSE mark applies to a charger?

It follows the category the product falls into under the Japanese scheme, which is determined by its construction and rating rather than by the brand’s preference. The supplier and the Japanese importer confirm the category against the current requirement for the specific product. Confirm the category from the construction and the rating rather than the brand’s preference, and have the importer verify it against the current requirement.

Can a brand sell into Japan without a local party?

The notification and the records are held by a party in Japan, so a brand without a local presence usually arranges an importer or a registered manufacturer to hold them. That relationship also determines whose details appear alongside the marking. The notification and the records are held by a party in Japan, and that relationship also determines whose details appear alongside the marking.

Does the label have to be in Japanese?

The information the scheme requires has to be presented as the requirement specifies, and the consumer-facing safety information belongs in the language of the market. The label artwork should be reviewed against the requirement before it is printed rather than after the carton arrives. Review the label artwork against the requirement before it is printed, because the consumer-facing safety information belongs in the market’s language.

Is the Japanese file valid for other markets?

The test evidence may be useful elsewhere, and the scheme itself is specific to Japan. Each market’s requirements are met on their own terms, which is why a programme selling into several regions carries more than one set of records. The test evidence may be useful elsewhere while the scheme itself is specific to Japan, so each market’s requirements are met on their own terms.

Send the product, its rating and construction, and the market list to Wecent Group through the contact page. The reply states which route the configuration would follow, what the label has to carry and which documents the programme would produce.
